Street Parking vs Private Parking – What’s the Real Difference?

You pull into a free spot, park the car, and walk away. But here’s the question: Are you standing on street land or private land? The answer decides who’s in charge, how long you can stay — and what happens if you park incorrectly.

Street Parking – Public, Municipal Responsibility

This is parking on public land, such as streets, roads, or public parking areas managed by the municipality.
Municipal parking is regulated by the Swedish Traffic Ordinance (Trafikförordningen) and local traffic regulations.

That means:

  • Signs follow national standards (blue P-signs, time restrictions, zone codes).
  • Parking attendants work for the municipality or a contracted operator.
  • Fees go to the municipality.
  • If you get a yellow parking ticket on public land, the fine is handled by the Swedish Police — including payment and appeals.

In short:
Street parking = public responsibility, public rules.

Private Parking – “Tomtmark”

Private parking refers to land owned by someone other than the municipality, such as:

  • Housing associations (BRF)
  • Property owners
  • Shopping centers
  • Hospitals
  • Private parking companies

Here, the Traffic Ordinance does not apply.
Instead, the rules are based on private contracts between the driver and the landowner.
When you park, you’re entering an agreement — and by parking, you automatically accept the conditions written on the sign.

That means:

  • Signs may look different (“Parking for customers only,” for example).
  • Parking mistakes lead to a control fee, not a yellow ticket.
  • The case is handled by a private company, not the Police.

How to Tell the Difference

It’s not always obvious — but here are a few clues:

  • A sign with the municipality’s name (e.g., “Stockholms stad”) → public street parking.
  • A sign with a company logo or organization number → private parking.
  • Payment app shows Zone A, B, or C → usually public.
  • Payment app shows a location code (e.g., EasyPark #1234) → often private.

Pro tip: Always check the bottom of the sign — it shows who’s responsible for the parking area.
